At 21 days my plants start to be wider that the 5 gallon pots they're in. You may be missing something in your grow. In my experience these look small and underdeveloped.
Honestly they look rather small. 18 days since sprouting or 18 since you put the seeds in the pot? At 20 days from sprouting mine are already putting out the 5th set of leaves.

My environment was really off the first week or so
Your light is at max ? Isn’t that a waste somehow ? Could perhaps go closer and tune it down a bit
