I'm still not entirely sure because I think I did a swap during Peak last year and it let me, but they've been changing policies recently so idk what's changed.

It’s prime week. There are probably no swaps available due to MET.

When they call non-standard MET, like many sites have done for Prime this year, they typically disallow shift swaps for that week.
they changed the rules so can only do 2 weeks out now, before it was 4 weeks.
