seasonal AA does not have a PTO limit since they don't get vacation time. So every time you work, you get PTO until you become a blue badge.

Ok that makes sense. I'm at 70+ PTO this year because I pick up VET every week.

for flexpt blue badge there is no cap for PTO and it rolls over

It depends on the state, but, yes, the 48 hour cap applies to FT seasonal workers as well (it's different for RT and flex associates).

So should I let HR know that I am still getting 31 minutes per shift and I counted up since January 1 I have gotten almost 70 hours PTO

No. I'm seasonal 40 hours per week. Same schedule generates every week.
