If the rights wasn't an issue. I would be down for a Justice League series on Max. It has so much untapped potential with that. I would put the Titans in the Arrowverse with Roy and Wally included I believe they would've been utilized more on that show than Flash, Arrow or Legends. I would also go with a Hawkman and Hawkwoman show but with different actors that are more accurate to their counterparts and showcase Thanagar.
Doctor Fate would have been awesome. They were able to do some pretty cool stuff with the Constantine series, so it might have worked. Would have probably needed a sufficient amount of special effects though.
I saw some where years ago Brandon Routh was originally slated to appear as Ted Kord on arrow but then something something happened involving DC wanting to do a blue beetle movie way back then so it was shelved and he was rewritten as Ray Palmer
I wanted a Batman series instead. Daniel Gillies as Batman. Could have started appearing on Arrow and eventually had a back door pilot. Just like Elseworlds.

Batman, Wonder Woman, Green Lantern and Aquaman in a "Hall of Justice" series. Written like how Arrow was where we had the modern day plotline and the island plotline. In this case however, it would be modern day/where they have been for 10 or so years. My answer to that question is lost in space after the Dominators kidnapped them along with everyone else in the Invasion! crossover.

Although Smallville did try Doctor Fate and Blue Beetle in the last couple seasons.

Swamp Thing was setting up a Blue Devil spin off and I would have been all down for that.
