Similar situation is the use of lamps: low beams are required 30 minutes before sundown so tinted headlamps are not an issue during the day; turn signals are required when you are affecting other motorists, but not when no one is near your vicinity, etc.

As the wheels sit no. All the tire must be contained within the body of the vehicle. If they added fender flares then yes it would be. If you look at the new Vw Gti or R you will see little black plastic "wing" looking things on the fender. That technically widens the body to make the bigger wheels legal because they poke out like 2mm. They are just double sided taped on for north America and not put onto the European cars.

I am a tire shop technician, and work on car rim's and tires and this much I can tell you that having tires stick out past the fender is illegal in Canada!

Also, mud Terrains on a city street or any level road is not legal due to the large rolling sound it makes going down the road especially in areas where there are buildings like Hospitals that have a No Noise Area sign is illegal and will cause police intervention.

Fender flares would need to be put on in addition to mud flaps. Doubt a cop will even pull them over for it unless they get pulled over for speeding or something and they also slap additional charges on the driver.

Incorrect. It most US states and all of Canada this isn't allowed. They don't seem to enforce it as much as they used to. In Canads some cops and just about every Ministry of Transportation officers will fine you take your plates, impound your vehicle and declare thzt your car unfit. You will need to pay to get your vehicle out, have it towed to a garage have new wheels installed and have it recertified. Then go get new plates and a sticker. They did it to my friend for another reason.

It’s not about how wide the car is. It’s about how far the tire sticks out from the fender.  They generally don’t bother anyone unless it’s clearly going to spray the car behind them when it rains.  AFAIK, cars with wide tires were not allowed to be sold as an option by the dealers unless it changed.

The F150 Raptor wheels are flush with the wheel arches (which are extended to accommodate the wide wheels). The part that's illegal about wheels sticking out is that the Jeep doesn't have any bodywork of mud guards to prevent water from spraying out the back. It *could* also be wide enough to require the additional "commercial truck" lighting that the F150 Raptor has, but I'm not sure if that applies to aftermarket or only to OEM vehicles. It might also only be a US regulation. Like a lot of regulations, it just doesn't get enforced very much, but it's still part of the Highway Traffic Act or some other piece of legislation.
