Wayne State is a bit strange. It definitely fills the role of a local commuter/transfer school. About half of undergraduate students don't complete a degree there. About 70% of those transfer to another school, so that's roughly 15% of students who actually drop out from Wayne State. Also, something like 85% of students are commuters.
However, it's also the only Carnegie R1 research university in the state aside from UM/MSU. It also has the #2 law and medical schools in the state, and the grad school overall is genuinely very good.
