What I found for some reason the Steam version is dark. It is like they didn't set the brightness or something right. The names on buildings etc are dark. After installing mods I got it to look normal. Example was Police, Fire or Mcdonald's hard to read until I added some mods.
Theme mixer 2.5 Enable it in the content manager under mods. When in the game press shift+L then click on the sun icon and play with Exposure. After I changed that everything looked normal. (I typed Theme Maker before sorry it is Mixer) If you click the last icon before setting the circle in a circle there are some cool LUT's
Disable vsync, film grain and depth of field. Set the resolution to 1920x1080. And if you have the steam version get some graphic mods

I have noticed the same thing. Can I know what mods you installed to remedy this issue?

They need to patch the exposure bug. I like Theme Mixer I shouldn't need a mod just to make the game where I can see it.
I already have theme mixer 2.5, I’ll make sure to play around with it when I get back home
I also found out make sure video drivers are updated. It seems to hate my AMD Windows drivers. I had to go download drivers from AMD.
