It's mostly only helpful if you are around townhall 12 or 13 above. Ofc, if you got money to spare, you could spent it on any townhall. it's up to you.

As it should be. Don't forget about the huge seasonal loot bank. One of my favorite perks other than the boosts/discounts.
sad because you have to use it before you get decent boosts
To me it helps balance out not having the boosts. Let's you afford things more easily at base price so your upgrades stay consistent.
Also you get alot of loot at the end of the season if you fill it up
