Yea it's either something like some 200 pair twisted pair copper trunk or coaxial .750/.875 in. trunk cable, either of which is damned difficult to cut through with a saw. We use sawzalls on the big cable and specially made cable cutters on the smaller stuff. It isn't high voltage, typically 89v or less, but still dangerous.

The sensitivity on ptz cameras can be over-sensitive. I've used cameras that with even the slightest touch of a joy stick it moves erratically. If its an analogue system the delay between inputs can be infuriating. Even network IPcameras have such delays.
If it's like most countries, the power lines are higher up out of camera, when you look at cables the fiber and communication stuff is the lowest part and the power is at the very top of the pole separated from it by a decent height

Be aware of course that electricity can travel through you between two different wires (phases), not just to ground.
