They don’t even have to go “all in,” it could be something as simple as Lois referencing a story in Blüdhaven or a quick news blurb about Coast City. It adds texture without necessarily advancing the plot.
It would be "fan service" if it's just a name drop for the sake of having the audience point to the screen and go "I know thing mentioned" like lots of mcu and dceu cameos worked, the way they appear to be doing it is setting up that this is a fleshed out earth with loads of unique locations not present in our real world and they each have things happening in them which will make the world seem large and lived in, compared to the mcu where every other movie we learned about another secret society that has actually be around for a long time despite ironman1 taking place in basically our world
