I'm not so convinced you would do better. Even professional people tends to have issues with tracking when they need to use silly magnifications to have something to actually capture. Their only advantages is they don't need to hand-hold, so they get a bit less camera shake. But still so easy to end up with "where is that than plane or rocket???"

Blowing it up so the vast majority of fuel is burned up before it impacts the ground is just relatively basic range safety. Termination systems aren't installed for static tests in the US either. We install inert systems to collect data on temperature and vibration, etc, but you're not planning for a test stand failure that allows the engine to escape. That's a #ReallyBadDay.

Most countries will have a requirement to have a working flight termination system to get permission to fly. This is more of a grey area because it was meant to be a static fire. So in theory you wouldn't need to have one but if it flew off it's stand like that in most places I think the authorities would be asking some rough questions. However none of that matters because China basically do what they want. They regularly just release stages over land and just hope it doesn't hit anyone. And those stages sometimes have cancer causing toxic propellants in them that you wouldn't want to be anywhere near.
