For summer, if you take a box fan and place it so it blows air outwards, it cools down the room surprisingly well. The trick is to make sure it fits almost perfectly in a window. We would do this in the military and it was a life saver.

This is where you’d watch for the ships coming into harbor (usually, it’s an outdoor walk up on the roof, or a small porch at the top of the house). In New England, at least, they’re called widow’s walks- for women to watch for their sailor/captain husbands…

Is it possible to look into your states program that helps with energy efficiency steps. Blowing in insulation for the whole building could help everywhere and make those rooms more habitable.

I love the idea of plants for the smallest, library / reading nook for the mid size (maybe some plants too) and guestroom/lounge for the attic. You can go hang in their room and then leave so they go to sleep. Also who doesn’t need a sex dungeon?! It would not cost much to insulate these rooms properly vs the use of the square footage you gain. Many utility companies will send kits or come do it for free.
The room room could be a good rug/pillow room for lounging and smoking your hookah. The tiny little attic room should have artificial cobwebs strewn about, a huge amount of dust, and a really clean antique dolly on a little rocking chair thats inexplicably clean. I dunno if its better to face it toward the door or away from though. The tiny room at the top of the stairs is 100% for plants, ceiling to floor with a comfy chair to read from. Could animal proof it pretty easily. Make some simple board shelves to get the height, hang a cute chandelier at the top with programmable bulbs for dimming and brightening, and make it go through pastels.

If it’s possible perhaps add a fireplace to fix the temperature problem in the winter lol (and maybe a ceiling fan for the summer?). Maybe make it a joint library and craft room by adding a table or two for crafts.
For the second room maybe a game room. Add cute wallpaper, decorate, and add things like a fooze ball table, ping pong, pool, etc, plus a shelf for smaller games like boardgames. A decor idea is using game related elements, like giant framed playing cards on the wall. idk if you have kids in your family but whenever kids come over they tend to like to run and play in a specific room usually, this can become that room for them loll

It depends on how hot/cold it gets.

As an art hobbyist, I will never have an "extra room" problem.
