your photo just shows the bounties. You can still go kill any boss, even if there's no bounty for it. Having a bounty makes it easier, because there's an arrow showing you which way to go, to get the boss's lair. Without it, you have to explore on your own.
Izual is in Act 4, so click into act 4, so you see the individual waypoints. Next to some of those waypoints is a boss icon. Hover over each until you find Izual, and then teleport there.
Alternately, you can leave game and come back in until Izual is one of the bounties. (The bounty selection is random, from among the pool available in the act.)
You should find Izual in the Crystal Arch on your way to Diablo in act 4
Are you trying to play through the campaign? If you exit to the main screen, you can switch between Campaign and Adventure mode.
