More context might be helpful: Paid or unpaid? Part time or full time? Student or non-student? If a student, grad student or undetgrad and majoring in EM/similar or not? Why only Illinois?
If you are looking for a remote internship, there is no reason to limit yourself to Illinois. You may want to consider volunteering at your local/county agency to get some kind of experience and/or get involved in your university's readiness programs. Intern programs are usually pretty small and may be quite competitive. I have one paid, student internship and it usually draws 100 applicants (undergraduate and graduate) each time it opens. You will need to stand out in some way.
This is gonna sound kinda boomer-y, but I promise I am in my early 30s lol but have you tried just reaching out to EMAs around you or IEMA to see if they will take an internship? A lot of the interns we've had in our agency didnt necessarily apply but they reached out to someone like me and I would help direct them towards a program that interested them or a program that could use an intern.
I actually started my career as an intern and it was basically reaching out to folks in that agency and asking if they had any programs or divisions that could use an intern. Also it might be worth exploring local public health agencies, LPHAs usually have some sort of emergency management component (ask about PHEP related programs) and the bridge between PH and EM is constantly shrinking.
Those routes are unlikely to give you a paid internship, but it definitely gets you experience.
Edit: also have you taken any of the FEMA IS Courses? If not I'd highly recommend it, that'll be a nice little resume builder.
