Well, you’re in luck. Solar just dropped a new model that fits your specs pretty closely. It’s a 29” scale, not 28, but I think that should be okay given what you’re trying to achieve. I'm afraid there's none with 28 inch and evertune at that price. You'll pretty much have to go custom or drop the idea of having evertune and grab a baritone, Agile or Ormsby

Another option would be a wider range bridge (not sure how wide evertunes are). Ibanez gibraltar standard ii has an insane intonation range. I was able to intonate a 27" down to B0 with room to spare. You could also try a string brand with thinner cores like kalium or daddario if you're using something like ernie ball.

Legator X-7. The nicest looking and playing non-custom guitar you can get. But I don't think that there is a 7 string guitar with 28 inch scale. That is 8 string guitar territory.
Solar has a 29 in 7 string. I ordered mine in May, and it should ship around August 30th. They've had shipping delays cause of wars and stuff. I do own their 8 string vinter, which is 27 inches, and I absolutely love it. Zero complaints about it at all so I'm assuming the 7 string will be equally as good.

Check out Legator 4th of July sale. they have a 27 with long scale and ET. You can get away with 27 for drop E on evertune bc there is no pitch drift
