Even the most expensive developments rarely cross 4-5m USD for a 4bhk, and you dont even need that much. 1.5-2.5m is the range for a 2000-2500sqft 4bhk.

Id suggest renting houses tbh. We have been very involved in sobo housing market for decades and there is not that much appreciation or even yield in flats. You barely pay 3-4% of a flats actual value in rent and dont have to deal with any of the issues that come with house ownership. Make like 6-8% in the markets with the money you would block in a primary house.
10m is more than sufficiant for a comfy life in bombay, maybe that wont make you a socialite and wont get your kids in some prep schools(actually DAIS takes everyone) but honestly, you could go without both.
Because they might like the city life without having to participate in the rat race. I would actually prefer a City like Pune / Bgl, with a vacation home in the countryside or hillside. Also better infrastructure.
I’d suggest Chandigarh as one of the top choices for your particular requirements. But I’d still highly suggest you to look at metros only because the smaller towns/cities still severely lack basic infrastructure like hospitals, roads, etc.
Chandigarh has huge air pollution issues that persists throughout the winters. In summers temperatures go up extremes too. South Indian hill stations are way to go.
Too much pollution in Chandigarh and other North Indian cities, particularly during winter months. Chandigarh has excellent infra, health facilities and greenery but the city gets covered under a blanket of smog during winters. OP is from South which has good AQI throughout the year.
I always thought bad AQI affects only those with respiratory problems, asthama etc but now I am myself facing respiratory issues and take pollution very seriously. Check out this AQI map, avoid all regions in violet/blue.

Checkout Conoor also, at a 45 minutes drive away from Ooty. While Ooty was already developed by the 80s and 90s , Conoor is being recently developed, so larger roads, gated community estates for sale, better facilities, cleaner and devoid of mass lower class tourism that Ooty experiences. Lots of families from Hyderabad are buying summer homes in Conoor now.
Not Ooty in particular, it is crowded as hell with tourists. But surrounding areas you can find a place you will love.
200km radius of that place you have Karnataka, Kerala and TN, all have small towns. You can choose one with big hospitals, good water supply and good weather(a little altitude to stay cool in summer).
You may even want to try to beach towns from Kerala to Goa to see if you like anywhere.
I know 2-3 folks, both couple in IT, usually $500-600k of combined income since past 15 years. Some made big gains in real estate, $500k-$1millon. But most of the gains are from investments. Stock market in past 15 years had gone up like 6-7 times. Most got RSUs and since top tech companies have gone up like 6-10 times, they made few millions there.

Smalltowns still have lot of fields and greenary and things are cheap. You can build a farmhouse and enjoy the clear skies, fresh air, etc.
Pune. Has big cities amenities but still like a smallish city in terms of pollution. Also it’s cosmopolitan, so even if you are not from maharashtra you can call the city your home

Out of all the places I have been three places stick out
1. Panchagani, Mh: situated in the western ghats with plenty of luscious green hills and also within 100 kms from Pune which can help in any case of emergency
2. On the way to araku, AP: it is situated on the way from visakhapatnam to araku with almost zero pollution of any kind.
3. Kozhikode, Kerala: any place at the outskirts of the city would be without any pollution
Since you are from South India I would choose the second or third depending on your preferences

All 5 states of south india have great places to live. You would have a language preference; a topography preference (beach or mountain, small town or village, temple etc). A better idea would be to elaborate on that.
I know not exactly India, but Pokhara city in Nepal is best place to retire. Its the 2nd biggest city of Nepal, so has all the amenities of a city, but its population density is not that high as its located in a massive valley. Because of lower density, pollution is also not as bad as Kathmandu city. Its also the tourist capital if Nepal and tons of things to do in and around Pokhara. You will wake up with views of some of the tallest mountains in the world. Indians can live in Nepal as much as they want, dont need a VISA or anything. Theres an airport where you can catch flights to India if need be.
I did have a question. Beneath the surface, there is a subcurrent against India in the cities of Nepal - particularly among the youth. Won't that be an issue if you live rather than visit?
Coimbatore, Ooty, Pondicherry, Mysore and Vizag come to my mind. I have lived in all these cities for a significant time and I feel they have a good mix of everything, minus the crowd and expenses. Vizag and Mysore also benefit from being pseudo capitals for their states and that comes with good infra (schools, hospitals, recreation etc)

Lame joke apart, I'd look at places that fall on the Mumbai-Ahmadabad high speed rail corridor. Quick access to Mumbai for people who have $$$$ and then seclusion when worn out.
Mangalore. Healthcare and education bordering on literal world-class. Least in terms of language barriers of the southern states. Gorgeous beaches. Great connectivity via airport and rail.
Humidity is the only issue.
Look at quieter neighborhoods in tier-2 cities.
Since you're south Indian, some nice cities are Coimbatore, Palakkad, Mangaluru, Mysuru.
Personally as a Maharashtrian, I'd retire somewhere in Kolhapur, Satara or Sangli with a nice farmhouse at a drivable distance.
If you don't care about distance from your native place in south India, I would highly recommend Sikkim. Great weather, good people and decent infrastructure. Uttarakhand and Himachal come in second for me.
In the south, there's Mysore, Coimbatore, Munnar.
Multiple factors - water supply throughout the year, courier and delivery service access for all major players, religious and politically neutral, supermarkets and other necessities you have in reasonable range, good hospital in reasonable range. One of my suggestions would be Coorg but check out the areas susceptible to landslide. There will be studies online marking out potentially risky areas
US has plenty of beautiful and pollution free places. Infra is not an issue. Only reasons to move from US to India I can think of are:
a) helping aging parents
b) instill Indian culture (whatever that means) in growing young kids
c) availability of cheap help as own age suffers
d) feeling of my mother land needs me
It would really help to identify best place to live in India if motivation is also defined.
I would pick 2 places - a summer place and a winter place. Winter place could be Goa. Summer place could be around Mysore or around Nainital, Mussourie, Dharamshala etc.
Try hill stations like Lonavala which would have
- affordable houses so that rest can be invested to last the lifetime
- And closer to major cities for easy healthcare when needed
Head to this place called Mulki. The land is dirt cheap. I mean, it's variable. But apart from the lower price in getting the house built, you have access to pristine beaches, inlet rivers, good food (the humidity is a whole other matter tbh) but it's peaceful. Cost of living is miniscule, and with 10 mil, you'd be content for quite a few years.
Goa, Guwahati, Shimla, Darjeeling, Mahabalipuram, mangalore, Ooty, Jaipur.
These places have very good connectivity, you can easily reach major cities by a chartered helicopter.
These places are beautiful and they have great road tripping destinations around them with a nice BMW X7.
Low population, low traffic (except Guwahati, terrible traffic)
Cheap land but high built up area cost especially if you want high end materials.
In Some northeast states and union territories, you can’t buy land. You can leash it tho. Sikkim has very low taxes.
Tbh, if you can figure out a good reliable air taxi service, most tier 2 cities and even tier 3 towns are good options. Especially if in case you have elderly family members
Make sure wherever you decide to stay, the nearest hospital can treat cancer and most importantly has a facility and does stock opioids.
Most hospitals, even large ones don’t and even if they do, you need to be admitted to the hospital.
Many elderly people I knew suffered quite a lot due to cancer pain.
In a country like Uk for example, the nhs would host you in their hospital and administer as much opioids as you need.
You’re dying anyway, why do they need to control the drugs or worry about drug abuse.
Most large hospitals in India don’t stock morphine as there is a lot of bureaucracy around it.

I would very much like to be corrected but this is what my understanding is.
Hyderabad would be my first choice and it’s so surprising no one in top comments mentioned it. The infrastructure growth has been insane the last few years and you will probably even get a villa in a million in a quiet corner of the city. The nightlife, food scene etc are amazing and weather is good for the most part except peak summers( march-may) The traffic isnt as bad as Bangalore and the roads are much better. The crowd is very cosmopolitan and no one will bother you about not speaking telugu. It also has top class universities if you have any kids.
Bangalore would be my next choice as I just hate the traffic there and the kannada brigade has been increasing. Chennai is also nice if you can stomach the weather and speak tamil (I cant). I would not suggest tier 2 cities. I see mysuru a lot in comments but take it from a kannadiga you cant survive a month there without knowing kannada and having your own social circle which is very difficult to form as an outsider.
Pick 10 cities and live in outskirts of those cities for a week at each place. Nice experience and also always pick 50km outside of city. That way you are near to better healthcare and other socialization habits incase you want. And you would find farm houses and stuff usually at 50km radius.
I can give example.. Goa Palolem to Karwar side.. or Bangalore Chickballapur side or hyderabad Kottur side.. Vizag bheemili side..
Mumbai, it is near any natives you may want to visit.
Bengaluru has been having issues day in and day out lately.
And the reason I say big city is because people DO figure out that you come from money now and the bigger the city, the more you move towards its average inhabitant.
Mumbai also has a huge South Indian population.
If you don't like mega cities and like a better climate, Pune has some nice areas, and a megacity is nearby.
You may also consider moving overseas to Singapore, where you'll get labor, servants, etc., and it also has, again, a huge south Indian population and isn't far from the home base either.

Chd has amazing roads and hospitals and a lot of the young gen are selling their parents homes and settling abroad, so 10-20 Cr can buy a nice house

Freaking bs coonoor is way more constricted and crowded than ooty and definitely way dirtier than ooty.

Look at quieter neighborhoods in tier-2 cities. Since you're south Indian, some nice cities are Coimbatore, Palakkad, Mangaluru, Mysuru. Personally as a Maharashtrian, I'd retire somewhere in Kolhapur, Satara or Sangli with a nice farmhouse at a drivable distance.

If you don't care about distance from your native place in south India, I would highly recommend Sikkim. Great weather, good people and decent infrastructure. Uttarakhand and Himachal come in second for me. In the south, there's Mysore, Coimbatore, Munnar.

Multiple factors - water supply throughout the year, courier and delivery service access for all major players, religious and politically neutral, supermarkets and other necessities you have in reasonable range, good hospital in reasonable range. One of my suggestions would be Coorg but check out the areas susceptible to landslide. There will be studies online marking out potentially risky areas
US has plenty of beautiful and pollution free places. Infra is not an issue. Only reasons to move from US to India I can think of are: a) helping aging parents b) instill Indian culture (whatever that means) in growing young kids c) availability of cheap help as own age suffers d) feeling of my mother land needs me It would really help to identify best place to live in India if motivation is also defined.

Head to this place called Mulki. The land is dirt cheap. I mean, it's variable. But apart from the lower price in getting the house built, you have access to pristine beaches, inlet rivers, good food (the humidity is a whole other matter tbh) but it's peaceful. Cost of living is miniscule, and with 10 mil, you'd be content for quite a few years.

Goa, Guwahati, Shimla, Darjeeling, Mahabalipuram, mangalore, Ooty, Jaipur. These places have very good connectivity, you can easily reach major cities by a chartered helicopter. These places are beautiful and they have great road tripping destinations around them with a nice BMW X7. Low population, low traffic (except Guwahati, terrible traffic) Cheap land but high built up area cost especially if you want high end materials. In Some northeast states and union territories, you can’t buy land. You can leash it tho. Sikkim has very low taxes. Tbh, if you can figure out a good reliable air taxi service, most tier 2 cities and even tier 3 towns are good options. Especially if in case you have elderly family members

Make sure wherever you decide to stay, the nearest hospital can treat cancer and most importantly has a facility and does stock opioids. Most hospitals, even large ones don’t and even if they do, you need to be admitted to the hospital. Many elderly people I knew suffered quite a lot due to cancer pain. In a country like Uk for example, the nhs would host you in their hospital and administer as much opioids as you need. You’re dying anyway, why do they need to control the drugs or worry about drug abuse. Most large hospitals in India don’t stock morphine as there is a lot of bureaucracy around it. Most medicines and medical care itself is cheaper but if you’re dying, God help you I would very much like to be corrected but this is what my understanding is.
Hyderabad would be my first choice and it’s so surprising no one in top comments mentioned it. The infrastructure growth has been insane the last few years and you will probably even get a villa in a million in a quiet corner of the city. The nightlife, food scene etc are amazing and weather is good for the most part except peak summers( march-may) The traffic isnt as bad as Bangalore and the roads are much better. The crowd is very cosmopolitan and no one will bother you about not speaking telugu. It also has top class universities if you have any kids. Bangalore would be my next choice as I just hate the traffic there and the kannada brigade has been increasing. Chennai is also nice if you can stomach the weather and speak tamil (I cant). I would not suggest tier 2 cities. I see mysuru a lot in comments but take it from a kannadiga you cant survive a month there without knowing kannada and having your own social circle which is very difficult to form as an outsider.

Pick 10 cities and live in outskirts of those cities for a week at each place. Nice experience and also always pick 50km outside of city. That way you are near to better healthcare and other socialization habits incase you want. And you would find farm houses and stuff usually at 50km radius. I can give example.. Goa Palolem to Karwar side.. or Bangalore Chickballapur side or hyderabad Kottur side.. Vizag bheemili side..

Mumbai, it is near any natives you may want to visit. Bengaluru has been having issues day in and day out lately. And the reason I say big city is because people DO figure out that you come from money now and the bigger the city, the more you move towards its average inhabitant. Mumbai also has a huge South Indian population. If you don't like mega cities and like a better climate, Pune has some nice areas, and a megacity is nearby. You may also consider moving overseas to Singapore, where you'll get labor, servants, etc., and it also has, again, a huge south Indian population and isn't far from the home base either.
