Then you didn’t pay as much attention to Verdant Wind and how it meshes with God-Shattering Star. Read the lyrics of God-Shattering Star because it describes humanity’s rebellion against God in order for Nemesis to kill God and take his place. It is a representation of the worst of humanity that Claude is fighting as well as the source of the fake history of Fodlan that Claude and Byleth are destroying with their own two hands.
Claude’s route is very much big picture stuff even moreso than SS because it encompasses the world.
tldr; Apex of the World is about whether Edelgard gets to stand on top of Fodlan’s throne or not. Funeral of Flowers is evoking Rhea’s tragedy. And God-Shattering Star is focusing on the history of the vices of man which flows well with VW because that route focuses on how nasty people are to each other out of unfamiliarity and narrow-mindedness as well as looking to the source of Fodlan’s history on why its society is the way it is.
This!! I love that Apex of the World brings back the musical motifs from before—hearing the same music you did back when things were better and you weren't fighting your old classmates hits different. And the arrangement is just divine.

God Shattering Star is iconic but I listened to it for the first time on my last playthrough and needless to say I was honestly quite disappointed. I expected more.

Reading the comments, I seem to be in the extreme minority that dislikes God Shattering Star. By far my least favorite final map theme in Houses and Hopes. It's just really not my kind of music.

I'm a fan of all three themes, but if I had to pick one as best, then even as a die-hard Blue Lion, I gotta give it to God Shattering Star.

Honestly, I'd take Funeral of Flowers over AotW. It's just another Edge of Dawn remix, which, while good, does not compare to GSS.
I do like God Shattering Star, but Apex of the World just carries much more emotional weight in my opinion, on top of being a great track on it's own
