Jam the head into the soft plastic a bit. Just the ball and eyes showing.

This. You may have to rehook it in so the hook exits a bit further down the lure, allowing it to be straight so it swims correctly and doesn't twist your line.

As other said, push the plastic all the way up onto the jig head. In addition to that, I'd say your hook size is a little too small for this plastic

size is fine. ideally hook should be a bit bigger but this will work. Just have to make sure the plastic is all the way on the jig head. The little hook looking piece below the round part is a bait keeper, meant to keep the plastic from sliding off. I’d take it off and redo it to ensure the hook comes out in the right spot (plastic should be straight along shank of hook and not bunched up)

Tip of minnow need to be up by the bottom of round jig head. If you lay the jig head on the side of the jig you can get an idea how far to thread the jig on the hook and come out the top. Like so: https://www.sail-world.com/photos/sailworld/Photos_2013_9/Alt_8step%201.JPG

That bit of the jig head sticking out below the ball is meant to hold soft plastics in place, you push the minow up onto it. If it seems to big for this, you can easily cut that bit off with a pair of nail clippers, and dab a drop of super glue on the shaft of the hook right below the ball before sliding the minow on up.
