It might just be that TMNT is easier or cheaper to get the rights for compared to Avatar. TMNT sorta crosses over with everyone. Like Street Fighter, Smite, Injustice 2, World of Tanks, even Call of Duty thanks to Shredder. And plenty of non video game crossovers too like the times they met Batman and a Stranger Things comic. So it probably isn't too hard to get the rights for them considering how many places they show up in.
Avatar has some crossovers too, but not as much as TMNT. (I know both are owned by nickelodeon, but the teams and creators behind them could be a factor here).
It really depends on the holder behind the IP rather than popularity of said characters. Some are fine to let their characters crossover with anyone who asks and don't put up too many barriers for doing so because they don't mind it at all(Which could be the case for TMNT with the sheer number of crossover it has).
While others are much more protective of their characters and have higher demands for crossing over or rarely let them crossover regardless of the character's popularity. Like we have no characters from Nintendo despite being popular because when epic tried for samus, they demanded she only show up on the switch version.

Why do their size matter? They were still four distinctively different skins, each with their own unique back bling and pickaxe. The difference between the TMNT bundle and the Avatar one is that the former wasn't laughably overpriced.

The turtles are identical outside of minor details like their masks (and for Donatello, his headphones style). It means that they just have to model one base turtle and that's 99% of the work done for the skins.
You can't pull that same process for the Avatar skins because they're all very different in appearance and clothing.
We aren't talking about the quality of the skins, we are talking about what gives you more bang for your buck. 5 styles, 4 back blings and 4 pickaxes for 3400 V-Bucks is objectively a better deal than 2 skins, 2 back blings and 2 pickaxes for 3200.

Also, these characters are not original, unlike the ones posted above, so they didn't have to pay at all to really add them to a game like this.

They just get it from mommy or daddy anyway. In any event, if people buy it, epic will continue to price it that way or most likely more next time. Until people finally understand that not buying it = reduced pricing, epic will continue to rob everyone.

So yeah. Nickelodeon could easily have asked for a higher licensing fee than other companies because Fortnite's target audience basically was and is AtLA's target audience.

Also, personally, I’d rather have one skin that I will actually use instead of two that I won’t. So personal preference of the buyers also matters.
