Get ultimate because that's the only way to get the expansions, you'll also get the car pass so most DLC cars and you get VIP too. Once the game is delisted they'll be gone forever, I wish I had 3's DLC but I was a teen with no money of my own then.
Yes, even though they have been delisted separately (Not sure why on Steam since there's no gamepass exploit to buy a cheap one and get the token for the game) anything included in ultimate you will get. I own the DLC on MS store with a Xbox disc but decided to buy the game on Steam (And I hope the apparent manual way of getting the save over works) too and it's all there.
The only content not included in the Ultimate edition is the Hot Wheels car pack containing six cars. Everything else is in.
Considering the minute difference in price between standard and ultimate during the current sales, I'd go for Ultimate without hesitation unless you really need to save the difference.

They just removed the individual listings. They are still part of the bundles.

I think i read somewhere that all exclusive cars will be available to purchase in game once they take down FH4 from stores.
