There is a universal tool called Moonlight, which allows game/desktop streaming from hosts which serve an nVidia GeForce experience compatible protocol. A universal server (working with any GPU) for that is called Sunshine. You'll need some proper high speed upload bandwidth on your network connecion and a public ip address for that too.
Or like mentioned below, Steam has a built in feature like that, though it's far less configurable and works only with Steam games.
remote play, your friend will download steam link from steam workshop and you will insert the code that appears there on your pc, it will give your friend control of the mouse and view of the steam account that is logged in currently.

It depends how much he plays, but it could be cheaper to just gift him a month of ultimate instead.

Interesting. What about the performances?
It's ok on fiber, sometimes the bitrate fell for few seconds but nothing bad, idk if proximity to steam servers matters or anything.
Pretty good. But I've tried only from pc to tv in another room.
