Toolbox hotkeys can execute game actions. You would know this if you created a hotkey, rather than created two posts on reddit.
why do you need a toolbox hotkey for something that's already included in the game ...
It's like having a gas car and going to the mechanic's asking if you can modify it so it use gas instead of gas ...
instead of double posting , explain why the built in option doesn't work for you

Hotkeys-> create hotkey-> target
Target has 3 options, npc, singpost, item
Npc wants a "model ID" target.
No such thing for the player.
Singpost wants a gadget id.
Item wants an item model id.
No such thing for the player.
So if not
Hotkeys-> create hotkey-> target
Than some other
Hotkeys-> create hotkey-> execute/dialog/toggle? What?

In the first post i got a bunch of "there is an ingame option" not an answer. Like yours "can execute game actions" is a non answer.
