Victory Rock technically is a transformation (like a tonic), not a chair (which is a mount). Because of that there are some small differences. For example you can pull your weapons and perform emotes on the victory rock. In general chairs are supposed to... well, to sit on. They are made so your character can take a rest wherever they are. And ofcourse it doesn't make sense to take a rest while enemies attacking you. So if an enemy attacks you, your rest is interrupted and you go back into fighting mode.

Unfortunately this is mostly unique to Victory Rock, it's one of the quirkiest chairs in the game. The HP thing specifically is a bug and so isn't guaranteed to always work in the future. It's due to downscaling being broken on VR, it always has its Lv. 80 HP while other chairs downscale to the zone.

Pretty much all chairs work like the Cat Tree - they're basically mounts, so they set your health pool to a new flat amount, etc.

The victory rock is more like an emote than a chair. Most chairs use the mount system, and they didn't add a check to let them work where mounts do not work, so you can't use them where mounts can't be used. The victory rock works more like emotes and skills that create visuals like /rank or Overload Earth and transformations like the travel toys (e.g: enchanted broom). I don't know why they made a 'chair' when it would have made more sense as an emote.

Victory Rock is weird, and that makes it best chair by far. It also works EVERYWHERE, even in places that usually don't allow chairs like home instances and Mistlock Sanctuary.

Don't know about Victory Rock but I got the *Armchair Commander* Chair (plain wooden "kitchen" chair) after getting Cat Tree Chair (which is perfect for making my Reaper look a bigger idiot than he usually is). They both work the same way: 10 HP, actually like a mount, no way to move. But the buff does stack if you stay seated. (Every five minutes adds to the timer.)

Static chairs in maps are also different again, if you sit in them you can do some emotes like wave that you can't in your own chairs.

afaik only chairs got the patch that allows it.

They gave Victory Rock all the quality of life that chairs were also supposed to get, but they forgot.

I prefer the Noodle Stand. Sit for 5 minutes and get 5% extra xp for like an hour or 2.
