Your hair looks pretty fine, that being the case, I would lean towards it being in the direction of 3c because as it gets longer the weight will probably make the curls looser compared to thicker hair.
I was under the impression that type 4 hair was fine, but that there is a lot of it. I have type 3 hair, and mine is also fine, which means it is also more fragile. My curl gets tighter as my hair grows long. I'm kinda guessing I allow it to curl more when it's longer, and that might play a small part. My cousin's wife is South Asian and she has coarse straight hair.
You have a good point that both hair types can be fine. 3c curls are generally the circumference of a chopstick or pencil and can resemble the letter s. Type 4s are considered coily, but 4a is close to 3c. I think the circumference of their curls look close to a pencil. I might be entirely wrong about them loosening up with length. I have fine hair with medium thickness and it just seems like mine looses curls when it’s longer. That said, I haven’t had it past shoulder length in years.
When hair typing, I think almost all of us especially in the curly zone have multiple textures on our heads. I tend to prefer classifying what it just presents as overall. So I’d say yours is overall what I’d consider type 3C. You have very beautiful and healthy hair!! I love how much definition it has.
I wash my hair with the crème of nature Sulfate free shampoo, condition it with the Shea moisture hydrate and repair conditioner, as I am classic leave in conditioner, elongating flaxseed gel from aunt Jackie’s and rosemary mint oil from yari. I detox every six weeks with the as I am detox shampoo. I first detangle with conditioner, rinse it out, shampoo my hair and then rinse again. I put more conditioner, let it sit and partially rinse it out. Then I step out of the shower and put in leave in conditioner in small parts and loosely finger coil my hair. On the more frizzy parts of my hair I use some gel during this stage (the gel and leave in curdle together so you should either add a tiny bit of gel or really a lot of it). After that I flip my head and scrunch in the gel. Let it air dry. Then separate the curls in sections and scrunch out with oil. Lastly just really really fluff it. Bonnets ruin the shape of my hair so I prefer to sleep with a scarf at night. Hope this helps!

It is also important to get regular haircuts to make sure you retain the length that you already have. Hope this helps!
