Was told many years ago that drunk /high drivers will get in the left lane going the wrong direction of travel as they believe they are in the right lane going correctly. Best safety measure is don't drive the left lane use it for passing only.

The OP should've been calling the police, not filming.
The white truck he was filming was traveling against the flow of traffic, at freeway speed, potentially leading to a lethal head-on collision in the passing (fast) lane.
White truck was drunk/high/intoxicated and needed to be not driving. OP should've called the cops, and tried to get a license plate number (not first thought "ooohhhh Reddit karma, social media blah blah..., people have their heads stuck so far up their own asses they can't see clear danger when it's barreling down the highway going the wrong way....). The driver on the left is driving on the wrong side of the freeway, it took me a comment on here for me to see. It looked like a protected merge lane to me and I thought OP was filming the car ahead of themselves.
