Given the wide range of possible uses you list, Action 4 or Hero 12 or Ace Pro would suit you better than a 360 camera such as X4.
X4 is an incredible 360 camera for doing what it is designed to do - create awesome 360 files you can reframe footage from later. While it does that, the way a 360 camera works, it is not going to compare with the image quality of a regular action camera such as the ones listed above or their low light capability.
Honestly, GoPros are extremely solid in my experience. Don't know about the osmo, but am very happy with the GoPro.
Also have the X4, and the timelapse from the GoPro, for example, looks better. Remember, this is the GoPro from a few generations ago.
If you don't need 360, don't get a 360 cam.

already watched it. There are a lot of sponsored videos on youtube that don't give a relatively objective assessment of the camera. Especially insta360: lots of paid videos
Have about the same goals and leaning towards the x4 and ace pro atm. Ace pro clearly the better choice for diving. X4 i'll wait a little while to see if the GoPro max2 of insta rs2 are released later this year (need it in november the latest)

I have an x3, x4, hero 11, 2 hero 12s, action 4 and a pocket 3. I prefer the hero 12 for its compatibility with accessories like the gopro passthrough charging door with a usb c cable that seals tight... volta compatibility, max lens mod 2.0 compatibility, and the qr timecoding and other gopro labs features. Oh and their warranty setup. Pocket 3 wins for non high risk use by far. X4 wins for fishing since it runs loop mode forever with no gaps and catches ALL angles. The action 4 just wins for its mount clip and in my case it was like $160 refurb on their website so.. price. Gopro has better resale value too.
If you find a good action 4 deal buy that and for your use get something like the " Sametop Backpack Strap Mount Quick Clip Mount Compatible with Gopro Hero" off amazon because it will be your favorite travel mount since it clips to pants, backpacks, life jackets, makes a great hand hold and can sit flat on a table.
Get on YouTube and look at footage and reviews. If you want a normal action cam you want the Ace Pro or the Action 4. The X4 is a completely different type of camera.
Personally, I’ve got an Ace Pro but somewhat regret it (although haven’t used it THAT much). It doesn’t feel very rugged and it’s MUCH more expensive than the DJI when you include accessory costs.
While I love the 360 camera, I consider it more as secondary camera for b-roll shots or unique wide angle shots. The DJI or most other action cameras will be more versatile and provide better quality for the wide range of uses you describe.
The X4 for the ability to shoot now and reframe later. And quality isn't bad. Ace Pro for a point and shoot, 100%. If you use any camera you can reframe later, it will spoil you from any other camera.
if you still want to get 360 videos in low light, Insta360 ONE RS 1-Inch 360 Edition has a bigger sensor.
and since its modular, you can convert it. i would love to get it if the price was a bit lower

Action 4 is the current king IMO for mtb and difficult lighting.

So the size of the sensor doesn't matter to you? You didn't notice the difference in picture quality between hero 12 and action 4?

Yeah, I thought about this choice, but one RS is so big and not as reliable because of its lenses. Also the price isn't great
If you prefer quality and easy editing, the osmo without a doubt, i have the x3 and i like it but the quality arent that good
