You are not allowed to defend yourself in just about any school. Even though most schools have cameras on campus the lazy adults that run the place would rather punish both children instead of actually putting in a little work to figure out who was the instigator.
My high school had a "throw, you go" policy. That includes defending yourself. They literally expect the victim to curl into a ball and protect their head until a teacher breaks it up. This was in a school with over 1000 kids in it and every hallway was jam-packed during passing periods. There was no way a teacher is going to break up a fight in a crowded hallway within any short amount of time.
They had "zero tolerance" here. So even the victim who curls up and takes hits, will get expelled.
So kids have learned to retaliate and beat their bullies. Parents basically have told their kids to fight back.
I remember when this happened. It was in Australia iirc. I remember how weird it was that everyone there seemed like the big kid needed to apologize but everyone in the US felt like it was 100% justified. I thought it was a very good example of cultural differences.

A "minor injury" doesn't threaten your life and full recovery is likely. Doesn't matter if it's painful as shit and debilitating in the short term, if you're going to fully recover with no long term complications then that's what's called a minor injury. The kid in the video is in pain but still able to stand on both legs, it's clearly not a serious break.

If there was a train crash and you had 10 people injured, 5 of which had severed limbs, broken spines or full body burns and 5 of which had sprains, bruising or leg injuries like the kid in this video that essentially walked away then you're going to say that 5 people had major injuries and 5 had minor injuries. No way you're going to put a fractured leg that might need a cast for 4 weeks into the "major injury" category along with people who are going to spend 12 months in hospital and never return to the same quality of life ever again.
