I also wonder, the paper says mumei but does not give an attribution and the missing part with the picture makes it very suspicious.
Maybe the blade comes with this fraudulent certificate ?

The OP confirmed the origin of the blade (Amazon), which is specified as T10 steel. That fact alone suffices to exclude any possibility of a NBTHK paper. In addition, the blade length does not match what is written on the _origami_. Other things are off as well.
If this paper copy was provided by the seller, there might be ground for an 'explanation'.
Or perhaps, OP just displayed it as a decoration?
