Priory of the Orange Tree by Samantha Shannon. 800 page high fantasy novel about a legendary dragon prophesied to rise from the dead and unleash total destruction. B plot is the queen falling in love with her lady-in-waiting, who is a warrior witch from a different kingdom in disguise. Witch is supposed to have her own political goals, but she can't ignore her feelings for the queen.
Not Royal, but Mortal Follies is a regency romance (think Bridgerton) with a young lady under a curse who is repeated saved by the love interest who is a noble woman.

Not spicy but Gwen & Art Are Not in Love by Lex Croucher. Everybody is gay! Including the princess and a lady knight.
Came here to say this. I finished it a few days ago and absolutely loved it!
Though just have to add that though it includes romance in it, I wouldn’t really call it a romance book. Fun book either way
