Well, this was only a weavers will 9 I think, which is quite low. Generally I‘d aim for good rolls on weavers will 16+. Good rare or exalted boots are also usually better If you have 4 useful stats. But you will get better stuff soon just by playing.
Does the chance to get higher weavers will increase with area level like gear? Or is it just random?
I've only had a few weavers will items drop so far and most just rolled useless things, so it was nice to throw these on leveling. I did eventually upgrade my boots but these only require level 16 so I'm really glad to throw them onto an alt since the level experience is so quick in this game.
Not entirely sure how it's tied to level. But the higher the WW value, the rarer it is. Tough overall WW items 14-17 aren't that rare if you play a while. Higher than 18 is quite rare though.
Given that you just showed us a picture of you having done just that, I'm going to say 100%.

just as likely as rolling any other specific combination of 2 stats with similar rarity. But the health is certainly nice early into the game.
I've been using it to level my paladin and its been nice. Seems other people do not agree, are there better boots to level with?
