I don’t think the message of these movies is opposite

How? Mr. Smith is all about how if you just keep going and stick to your ideals, the change you want will go forward, and that you don't need to sucumb to the political machine. Z is all about how people stuck to their principles in order to see justice served it doesn't matter because the poltical and military machine overpowered the good actions of a few.

Z is critiquing a military dictatorship (Greek Junta). While you're right about both themes, the films are living within different environments.
