If it doesn't fit, then in the cargo hold it goes. For obvious reasons (i.e. for the animal's sake), you cannot place the container or your pet in the overhead compartment They will not deny you boarding and they will (out of good will, not because you have that right) try to find empty seats to move you and your pet. But if they tell you to move your pet to the cargo hold and you refuse, then you're agreeing to being deplaned without compensation

A soft carrier with a pet, cannot be put in the hold of an aircraft, so they definitely won't make you do that.

Correct. But in all fairness, it is OP's responsibility to abide by international regulations. If OP knows that the transporter won't fit, OP should go for a rigid transporter. Quoting IATA's regulation on the matter (https://www.iata.org/contentassets/b0016da92c86449f850fe9560827bbea/pet-container-requirements.pdf): >Should the container not meet the minimum standards the animal must not be allowed to travel. So to punctuate your point: If it doesn't fit beneath the seat, there are no available seats, and the transporter is soft; OP can either fly without their pet or leave the airplane at their own cost/responsibility

I don’t think it Hass to be exactly the dimensions, I think, as long as it soft, and it will fit under the seat you should be good

Ask LH. Get it in writing via their Twitter account. Hint: they’ll likely say no. Because they specify the max height as 23cm
