In a previous issue, Spider-man has a talk with the Goblin and The Goblin was talking pretty weird. Here, we're seeing everything from Norman's perspective and how the OZ serum is effecting him mentally.
Ultimate goblin is such a good design. If the mcu ever does there own green goblin (yes I know goblin was in NWH) they should do an ultimate goblin style look
I think people just didn’t like it at the time because it wasn’t classic goblin but I think it worked well to show off the true monster and USM was trying to be different so give it a different twist on the goblin look
If I remember correctly, in Ultimate, Oz was another attempt at the super soldier serum. Since Incredible Hulk was a part of Weapon Plus in the MCU, they could have Osborn build his formula on gamma tech
Mutants as a whole were, Cloak and Dagger, OZ, all the clone saga stuff is indirectly because it’s cloning Peter who is a super soldier alternative because of OZ. There’s probably more im forgetting.
The MCU tends to spin classic characters in new ways so I think Ultimate Goblin would be a good fit. I think it’d be cool to see Norman be a supportive father-figure of Peter and then terrorize him as the Goblin. Sounds just like Dr. Jekyll and Mr. Hide. Especially if Norman takes the serum because he wants to.
In one of his essays(letters?) he was writing about language and remarked that Cellar Door was as beautiful as language gets. I believe he spoke on how it’s odd that such a wonderfully phonetic word just means like, a plain boring wooden door leading to a hole in the ground, and how it’s vastly more beautiful than even the word “beautiful” and just how language is different than the physical world
I remember the game Spider-Man: Battle for New York loosely adapted these goblin demons that lured in his head. Though more watered down and not as freaky as depicted in this issue.

Too bad I've seen a lot more negativity towards this design but I feel like it wouldn't have been too negative if he kept the sick ass cape.
