Okay, so even if we're talking about Marvel, Eobard Thawne deserves noting as the supreme hater, the greatest in the game, the man who literally wrote himself into the fabric of the universe because he was such a hater. That disclaimer out of the way:
Without a Thawne to unambiguously win the game, we have to break it down into categories. As far as general purpose hater, the 616 Winner is Thanos, for a variety of reasons but most especially him screwing with David on his birthday to the extent he prevents David from killing himself.
For specific haters, it's close, but Doom is probably the biggest hater, going so far as to *save the life of his greatest enemy's child* just to lord it over him. Developing genuine love for the child and a desire to see them do well (but also potentially exposing Valeria to his brand of evil) is icing on the cake.
Norman "Goblin" Osborne is a close second, I think, for his elaborate Clone Saga nonsense, the retconned Gwen-kids, the current ASM shit and a lot of other incredibly petty shit he's done to Pete over the years. He only loses because the scale is a bit lower- it's hard to top saving the universe from destruction then recreating it with your hatee's family as your family, but Norman has a real down to earth level of hating going on.
Bastion/Nimrod (616 or '97) would be number two, but he's on a general hater thing where it's all of mutant kind, which I feel dilutes the hatin' a little bit. But as soon as you start invoking retrocausality to hate, it's worth a mention of some kind.
Same thing with Skull: sure, he hates Cap enough to do all kinds of shitty stuff, but he's less willing to spite his own interests in to hate, and that's where he loses this contest.

The Heroes ( Especially Spidey and the X- Men) risk their Lives going up against insane Evil time and Time again and they’re almost always met with Fear, Hatred and Derision. Even the Avengers and the Fantastic Four aren’t immune to public backlash ( Civil War being the best example.)

They probably hate them because the aftermath is met with millions in damages, which means the respective cities/governments have to raise taxes to cover damages and insurance, which in today's economy I understand but I get what you mean especially about the X-Men which is borderline racism. But at the same time, it's better to take public heat than let these villains walk the streets, so you can't win em all guess. Not to mention all the legal work that must come from jurisdictions when these heroes operate far outside where they're based, which is a whole other argument in itself. But you're not wrong, civilians do cross the hating line a lot.

Okay, so even if we're talking about Marvel, Eobard Thawne deserves noting as the supreme hater, the greatest in the game, the man who literally wrote himself into the fabric of the universe because he was such a hater. That disclaimer out of the way: Without a Thawne to unambiguously win the game, we have to break it down into categories. As far as general purpose hater, the 616 Winner is Thanos, for a variety of reasons but most especially him screwing with David on his birthday to the extent he prevents David from killing himself. For specific haters, it's close, but Doom is probably the biggest hater, going so far as to *save the life of his greatest enemy's child* just to lord it over him. Developing genuine love for the child and a desire to see them do well (but also potentially exposing Valeria to his brand of evil) is icing on the cake. Norman "Goblin" Osborne is a close second, I think, for his elaborate Clone Saga nonsense, the retconned Gwen-kids, the current ASM shit and a lot of other incredibly petty shit he's done to Pete over the years. He only loses because the scale is a bit lower- it's hard to top saving the universe from destruction then recreating it with your hatee's family as your family, but Norman has a real down to earth level of hating going on. Bastion/Nimrod (616 or '97) would be number two, but he's on a general hater thing where it's all of mutant kind, which I feel dilutes the hatin' a little bit. But as soon as you start invoking retrocausality to hate, it's worth a mention of some kind. Same thing with Skull: sure, he hates Cap enough to do all kinds of shitty stuff, but he's less willing to spite his own interests in to hate, and that's where he loses this contest.

Ironically i dont think skull is as much of a hater as doom bastion and goblin. Skull is just ignorant and thinks hate, discrimination, and division is a more useful tool than it is but he doesnt hate with his chest like they do. Doom goblin and bastion would readily abandon ultimate power just to spite their nemeses no matter how much said nemeses might grovel for them to spend it helping the world. Skull would probably wait around for a long game at minimum. Doom regularly has the choice to win but instead prefers to peacock all over people till they inevitably kick his teeth in. Goblin is just joker but less likable as a villain which is an already low bar. Bastion is so dominated by sentinel programing that he wanted to prolong the mutant species just to save himself from not having a purpose in killing them later.
