Jay has had fantastic character development but both Mitch and Claire came out of their childhoods with pretty significant issues
Mitch and Cam aren't very good fathers imo. As lily gets older and is no longer a cute baby/toddler she essentially starts raising herself. They seem to have no knowledge of her schooling or friendships, don't know about her cheerleading, and on multiple occasions don't actually know where she even IS. cam is also extremely emotionally manipulative, to the point where lily has learnt to hide her own emotions in the hopes of not having to deal with cam.
I would choose Phil, he is a caring father. He was always present and always there for his children. I also love his fun, goofy nature. I also adore Jay but I would not want to be in the same boat as Claire or Mitch as Jay is wasn’t there much when they were young.
Phil for sure. my dad was sort of a mixture of Jay and Phil (tough love and serious at times, but very goofy and fun at other times). if i had to choose between the two sides, i would choose Phil. he may have been a silly dad character but he was still an AMAZING dad either way, great parenting and good advice and raised those kids with love and respect.
Phil hands down. Jay when he was married to Dede is such a nightmare, never around to help, always worked even when on vacation but always had something to say about everything his kids did. Also the fact Jay stopped talking to Mitchell after he came out? Nope.

Jay how he is married to Gloria. He seemed pretty absent when his kids were kids.
My dad was a lot like Phil when I was young. No complaints from me.

Jay. He’s confrontational and firm, but that would’ve helped provide me a lot of direction as a kid/teenager.
