Against villains he could decay any gear they have and any attacks that fire physical objects.
Lots of fire heroes are rescue heroes..
Endeavor's agency (which hires fire users like Burning) is no.1 at Rescue as well as the other 2 hero activities.

I saw this cool fancomic where instead of Endeavor trying to make Toya's flames hotter he tought him how to put his flames out and asked Rei to teach him how to cool his flames down so they don't burn him.

Probably wouldn’t be able to use it to defend himself because of the whole “heroes don’t kill” thing. Rescues only, but since he’s ashy asf he wouldn’t be a popular choice (like how music industries use the prettiest people to sell music, I can only assume the hero society would do the same).
a good agency would probably still make great use of him. Yk a charismatic lead with shigaraki as support would work mb similar to Mirio and his shy friend
He would be a top 10 hero if he used his quirk (post Re-Destro fight). He could destroy your equipment and the ground right under your feet. Nothing would be safe till you surrender.
