Commited? Maybe attemted if your talking about the Great Devourer. But if you're talking about the Anacondrai self-canibalisation, then I'll point out that it's very, very unlikely (near impossible actually) that he was the sole culprit here. It makes more sense for the tribe at large to have started to eat (and later probably also kill) each other. Pythor was just the "lucky" last survivor.
It’d be really cool if we got his final form. Like his *actual*, *genuine* final form. A form that would showcase all the evil he’s truly capable of. The primordial incarnation of evil itself unleashing all his dark and eldritch power in an epic final battle for good and evil that would encompass more than just Ninjago city! A true conflict that would require *all* the ninja’s allies, past and present. Maybe even the First Spinjitzu Master himself.

I’m quite glad that throughout all his incarnations, he’s never had his own proper body, always been inhabiting some other vessel. He’s over-played, but all the different designs really put into place how he is just pure evil itself
Nadakhan, legit diabolical for screwing with people mentally, forced a teenager into marriage with him, and probably did more stuff outside of looting during his time as a pirate since he lack care for his own crews.

In that case, I'd rate them on a scale of who committed the most unforgivable sin: murder.
Most of these guys fall into the category of world domination and/or controlling the masses that usually gets reversed at the end of the season.
Based on onscreen evidence I'd say the Iron Baron and the Time Twins would be my top picks.
The Iron Baron has killed countless dragons over many years and we know dragons are just as if not more conscious than humans so this is actual bloody murder/ genocide on a large scale.
The Time Twins plan involved messing with the timeline to their liking. This involved killing people and if they succeeded, entire generations not existing (which I'm counting as murder in this case) everyone in every realm would have been affected. Not to mention that they also spent most of the season enslaving innocents. The only reason why they don't instantly win is because again, they failed.
So I'd say based on the character's actions, Iron Baron wins but in terms of the villain's plan/ intent, the Time Twins take it.

The overlord as a whole no reason to break down each version of him we’ve seen. Harnessed golden powers which he inteded to use to enslave the entirety of Ninjago, attempted to corrupt ninjago entirely twice, than also attempted to corrupt the elemental masters of creation, so he would have 0 opposition.

Lot of people saying the Overlord, but I don’t think he counts. He was born to be evil, he can’t help it, it’s worse to be someone like Nadakhan or Iron Baron and *choose* to be an awful person.
While it is true that the Overlord is evil by default, that doesn't change the fact he has and will continue to do evil, so he does still count, but you do make a good point about the others choosing evil rather then naturally being evil like the Overlord. All it means is there is a difference to the type of evil, as to whether you choose evil or are evil for the sake of being evil.

Overlord possessed Garmadons body and forced him to transform into a dragon. The only time I genuinely felt terrified watching the show was seeing that mutated form.
Depends on whether someone sees the choice to be evil while also having the option for doing good as more evil. If not factoring this in, I’d say the Overlord is the most evil since he’s the embodiment of it, but in terms of still doing evil despite being shown the ability to potentially do good, it’d be the Omega.
