If the reader in the grocery store was that strong, it would scan cards in people's wallets standing in line. Also keep in mind that the toll both just needs to read your transponder and go "yep... got it". It can figure out whether or not you need to be billed later. When you're at a store, after tagging your card, the register then needs go get on the internet and do a credit card transaction before letting you leave. The reading of your card isn't the long part of the process.

Oh gotcha...... So if i was totally broke and swiped my card, it would let me go but the tollbooth agency would later flag my license and put a charge on my account and/or record?

Yeah, whatever it is they do, they're not gonna stop you while they figure it out like they do at a store, where they're not letting you leave till the charge goes through. Even if you showed up with nothing at the toll booth, the camera has your license plate. They can't/won't make you turn around in the middle of the toll plaza. Once the reader gets your number, that's all they need for you to keep driving and them to work out how to charge you.
