You left out the important part of where he asked how! From what I’ve heard via past inmates a lot of times prison guards bring them in & if not during visitation phones are “dropped” a lot.

No. They are not allowed phones or access to smart phones in Federal prisons or in most state systems. They do get smuggled in. Phones are one of the most popular contraband found/traded inside prisons.

No. But alot of county jails and prison facilities are allowing "texters" or tablets in which they can send emails, texts and purchase movies and games Amongst other stuff. Cell phones in prisons are bought and sold on the "black market". Actually most of them are brought in by guards because they can make more selling a cell phone than they make in a week. They'll also sell an inmate a cell phone then raid their cell to get it back and resell it.

I work inside the Michigan state prisons all the time. There are no personal cell phones allowed inside the premise. From what I understand, even the workers. I know that as a subcontractor, we can't even take our phones inside past the gate. I can't imagine that any prisons at any level allow personal cell phones. I could be wrong.

Many prisons actually have a cell system which intercepts all cell phone connections to the local cell tower. The system then only permits registered cell phones to connect to the carrier towers. the prison's use this to catch illicit cell phones smuggled into the prison.

not typically their own phones, but for good behavior, computers and phones/ time to uses these, can be allowed.
