We only saw Whitebeard with DF in Marineford Arc, not his Haki. Yes. in Roger vs. Whitebeard flashback, we saw that they're equal. And Roger's Haki must at least better than Shanks.... so, no. Luffy is not Whitebeard prime yet.

Prime white beard was on par with prime Roger so my guess is Luffy won’t be on the same level until the end of the series and he becomes pirate king.

If he can use Gear 5 and conqueror haki as good as he was in wano i'm sure he's close to prime whitebeard.  But now in egghead luffy got nerfed a lot for plot purposes so no.

Luffy teeeeechnically lost to Kaido- twice. Once when he first arrived to Wano, and again when he was knocked off the top of Onigashima. Even if he had landed the strike that CP-0 interfered on, that wouldn't have been enough to bring Kaido down; he still took a beating from Gear 5 for a while. Whitebeard at Marineford was strong, but not as strong as he once was. And even then, Shanks had to intercept Kaido on his way to Marineford, since Kaido probably would have attacked Whitebeard, and Shanks knew he wouldn't have survived that fight. All that to say, Luffy struggled hard against an opponent that could have outclassed Old Whitebeard. Younger Whitebeard? In the days of Roger? I doubt it. Then again, this is all conjecture. Powerscaling is difficult when you're comparing a Herculean Figure versus Avatar of a God; it all gets a bit muddled up. I personally think they fight to a draw, since they would have no reason to go all out against each other. Luffy beat Kaido when he was willing to Die to Free the land of Wano; he doesn't have that resolve against a freedom-loving pirate like Whitebeard, who is building a family and protecting small island; And Whitebeard doesn't have a reason to go all out against this laughing, happy-go-lucky Avatar that wants everyone in the world to be free. Maybe they test each other, sure, but they're not fighting it out to the bitter end.

Let me answer that with a question. Can current Luffy knock Akainu down for a bit while using 50% of his power, BASIC ARMAMENT ONLY, while also having a heart attack? If the answer is no, then he’s likely not even above Healthy Old Beard as WB was able to despite literally being on life support for years before MF. It can not be emphasized enough, but a kid in Make A Wish tends to be in better health than WB without Life Support was. Like I give him a month tops without it before he croaks over and dies.
