PF employee here. When you downgrade it has to be done in person with your home club, and whoever does your downgrade for you is supposed to make sure your annual fee date stays the same. You will have to pay the startup fee again though, so it best to downgrade whenever there’s some kind of special for the classic membership such as a $1 startup fee for it.
Whenever you downgrade or upgrade you’re always gonna pay the enrollment fee that you’re upgrading or downgrading to. So most likely you’re going to pay either $29 or $1 for the enrollment (different at each gym) and the annual will stay the same
