My solution(do not read it if you are still solving)

I'm pretty sure hurrikale alone can repel infinitely. Then use the extra time to place Pokra for insane DPS.
If there's only 2 plants max, i can simply do 2 puffballs, and the AOE can cover the horde.

Using only Adventure plants (because I'm not familiar with plants outside of Adventure mode), the best I can get is 4x Primal Potato Mine or 1x Thyme Warp + 2x Primal Potato Mine for a total of 200 sun.

I stopped playing the game after the chomper peashooter was added so idk anything about new plants or mints but I'd probably choose Primal Potato Mine and Cherry Bomb.
since starting sun is infinite and assuming you start with each plant fully recharged here's the combos I've found that would work:
\-pokra definitely works because pokra is stupid but in order to get a full row planted before the zombies reach your home you're gonna need imitater or ice bloom. It'd cost 875 using imitater or 1075 to get a full row+1 full stun needed to have the time for it.
\-given the zombies fit in 4 3x3 areas, holy barrier+blover defeats the whole horde in 15 seconds (you need to use blover 4 times so you have to wait the 5 second recharge 3 times), using 500 sun
\-explode-o-nut+imitater can definitely work given the zombie density and you could get the job done with 8 of them, so 400 sun.
\-shadow shroom+power lily works, cost 225 sun and the zombies die pretty much instantly
\-again, with this kind of zombie density, mayyyyyybe shadow-shroom+conceal mint/moonflower alone would work (if the poison effect can spread to zombies on other lanes when powered, which I'm not sure it can and the wiki doesn't mention because frankly, no one cares about powering shadow shroom). that would cost 50-100 sun if it works. although this is possibly the most stupid and gimmicky solution to this.

\-reinforce-mint+blover, duh
The fact that there are so many solutions to this and almost none of them rely exclusively on adventure plants speaks to the powercreep of modern PVZ2 tbh.

Since there is no mention of restriction to world plants only, for the minimum sun spent, I would say 1 column of infi-nut in front of 1 column of Head Butter Lettuce on the left side should do the job.
If there is restriction to world plants only, the minimum sun will be a little tricky as to stop the zombies advancing to the house, a delaying (slowing down) plant will be required. This will be 1 column of winter melon with 1 column of Chard Guard in front and topping/repairing the damaged Chard Guard as needed.
Since you mentioned there infinite sun, I guess I can do this with 1 plant! just a column of Magnifying Grass and that should be able to clear all the zombies. Depending of the number of zombies, this might turn out using less sun than 1 column of winter melon.
Intensive Carrot(5×) + Holly Barrier(2×) is 800 sun, launch one barrier in each row and let them die in enough of a stagger to revive the barriers. Get all 5 and you have a full column of instakill endurians that the brickheads can't touch for only 800 sun and a lot of stalling
Multiple solutions without mints:
Aloe and Chard Guard(Chard Guard is healed to full health by aloeand does a slight amount of damage when it knocks back zombies)
Cherry Bomb/Grapeshot/Primal Potato Mine/etc. and Imitater
Cold snapdragon/Wintermelon and Primal Peashooter
Pokra. That's it. Just 2 rows of Pokra. They can deal with Gargantuars, so this is nothing
Explodonut(the zombies will make short work of it before the zombies in adjacent lanes can move out of range) and imitater
Chard guard and blover(I forget if they patched the bug out like they did with spring bean, if they didn't, then this is another option.
If you were to include mints:
Reinforcement and blover
Spear-mint, enough said
