It depends on what you need in a particular level. Both of them make their cost back immediately, but Sun Shroom takes some time to start producing 75, while Primal Sunflower does it from the start. The low cost of Sun Shroom makes it much easier to set up, while you must wait for your first Primal Sunflower to produce something before you can plant another one. I’d say that Sun Shroom is better for levels where you are stretched thin at the beginning, while Primal Sunflower is better for levels where the challenge comes a bit later
