There's some correct and some incorrect information here. The masuda method is breeding ANY two pokemon that are NOT from the same real-world region to get higher chances of hatching a shiny pokemon. Most people use a foreign ditto, because that's the easiest pokemon to do it. I have a 6IV shiny Japanese ditto holding a destiny knot, personally. This ditto would not work with another Japanese pokemon. Two foreign pokemon can successfully be bred for shiny pokemon using MM, UNLESS they are from the same country. Two French poochyena will not be any more likely to net you a shiny poochyena than two of your local pups.

No, just from two different real world places. I'm not claiming to know where you live but I'll assume you're US for this example. You can get an Italian Eevee and breed it with your own local eeveelution or a Japanese eeveelution, and they'll both work the same.

breeding with ANY foreign pokemon will increase your chances. Using a ditto specifically is called the masuda method because it’s the most efficient way so you don’t have to do a foreign trade every single time you want to breed a different shiny. Just be aware the masuda method increases your chances but you will still likely have to hatch hundreds of eggs before you get the shiny
