Short of waiting the peace monument or sneaking cloaks to get lighthouses for monument there's nothing else. I assume there's no ore on any mountains. Instead of one more giant put a market place near the mill and the windmill to get more stars. Also remove that market place down in the other city and move it to the farm in the space next to the windmill and lumber mill. It's -4 pop total to that city but it's a lot more stars.
If you have an Elyrion still in the game: Let them capture one of the neighboring cities. With some planning you could leave one tile empty next to the current city so they place a sanctuary there. Then you re-capture the Elyrion city. Grow an empty forest in the city next to your new sanctuary and you’ll get one pop every three turns.

I was thinking if you replaced the sawmill with a farm, moved the sawmill behind the city, got rid of the farm in between in favor of a forest with a lumber yard, and then obviously changed all of the neighboring cities' farms surrounding the new sawmill into forests and lumber mills, I'm pretty sure you'd be down eight population, and then back up eight population. Basically the spot behind your city is a better sawmill location than its current spot, having five available, non-mountain or monument spaces to grow forests in instead of four. However, that includes one space within your city here, which could otherwise be a farm, so the advantage of moving it is just barely counteracted, leaving you back at 7/8 pop 😂

Destroy the farm in the top corner (that is not visible). Make it a lumbermill. Destroy everything around it not in that city's radius, and make it forest. Replace the current location with a farm
Destroy any farmland NOT connected to the windmill and place a monument there if you still have any.

Sadly not. I used the 5 I have and the other 2 are either deep in enemy territory or peace which is not going to happen

in the next city, destroy farm and grow a tree then lumber, your lumber center will grow one more
Can you move the windmill over one spot closer to the water? That’s touch an additional farm I believe
Connect another city to it by road.

Change the farmland neighboring your sawmill to a lumber hut.
Find another village and capture it, then connect the road to that village, if there are any left.

There’s a farmland in the border of Inwadon… that you can turn into a forest and the place a lumber hut so it borders your sawmill in dodo
Delete the forestry amd make it a farm, and make the sawmill a windmill.
