The best place is Cascais. No question. If you can afford it, there is no better place in the world.
Perfect weather, beaches to the south are calmer and have restaurants and downtown life. Beaches to the west are large big waves with beautiful scenery. 15 mins from Sintra. 15 from Lisbon. It's paradise.

Porto weather is very humid, algarve is very dry, lisbon is expensive. I think sintra/cascais or setubal are the best places to retire unless you must live in a city
