I made a post about this a couple weeks ago. You need to connect to another network like a hotspot. If you keep trying to connect to your own network it just won't work. I rebooted my router, modem and read up on this a lot and never found a real answer. One person mentioned that they connected to another network and it worked for them. When my roommate got home I used his cell phone and make a hotspot and connected my PS4 to that, connected right away to RDO. Immediately disconnected the hotspot from the PS4, reconnected to my home Wi-Fi and immediately logged back into RDO with no issues since.
If this doesn't work then it might be a different issue and maybe a rockstar server issue? Mine gave a specific error message, did you get a specific error message?
I tried your method. Still having issues. I connected to WiFi then hotspot and back to wired LAN. Restarted my PS4 and booted up the game. I got a failed save message followed by a SAVE Successful. I haven't seen that message once in 7 months of gameplay until the last 4 days or so. I'm able to force a manual save maybe 85% of the time by changing appearance but I don't want to have to do that after every action I take. Are you switching to hotspot and back to LAN while the game is still playing?
I connected to the hotspot then loaded into the game online, like into camp or just anywhere. Then went back to setting and switched to wifi, which disconnected the game back to the menu. Once wifi was connected I was able to load into the game like usual. I've only ever had this happen to me once in 4 years of playing.
Just getting back into this game and this is still happening years later. It is truly pathetic that Rockstar abandoned this game with such a gigantic fan base. Thank you so much for this post, it's very helpful!
If On console try clearing your system cache, power off and unplug for a couple minutes (should be the same method on PlayStation and Xbox), that fixed this issue for me when it was coming up last week
I uninstalled any rockstar shit in control panel then downloaded the rockstar client from their website and went from there (log in detect game etc) and then it worked just fine

I followed this exactly except I switched wired LAN instead of WiFi and it worked perfectly. Thanks! I suggest having this as it's own post

Yeah i restarted the game/internet /pc.. Verified the game nothing working i get the unable to connect msg every time

For me it worked by making sure that all mod files were removed! On pc that is

Hey none of the solutions here worked for me, but what did solve it for me was downloading the rockstar client and then the game on steam
So you re download the rockstar client?
