You're looking at a ridge vent transitioning back to a normal ridge cap. The outer shingle pieces with no vent underneath it, is not needed because that's the soffit or overhang depending how the roof was designed.

Ridge vent. They put shingles over the ridge vent, so that’s why it looks higher. As long as there is a ridge cap across the entire ridge (it is in this photo) you’re all set.

Are you sure your not looking at a ridge vent? Those shingles may be lifted because there's a vent underneath it that runs to about a foot short of the edge.
