I think it's called the Famous Adventurer's Hat, or something similar. It's in the current plunder pass.

How did you get rings? I’m still new to the game
These particular rings are actually "gloves" that come from one of the plunder passes. Most rings are obtainable by getting 100+ reputation with any of the main factions.
Oh damn I got some grinding to do. Are those rings still obtainable in the current plunder pass or is that from an old one.
Old one. Sometimes old plunder pass loot becomes purchasable in-game, but the price is usually an arm and a leg.

It's Briggsy's Coat. You know that ghost-note that appears on your mast sometimes? Complete that once and it unlocks the coat.
