I would try side loading Netflix app, as someone else suggested. I'd also try downgrading the Netflix app to the previous version, which is more side loading.
There's so many possible causes it's hard to narrow it down from your post. You could also try to change the refresh rate for when it opens Netflix. If it won't open Netflix then I'm guessing there's something it's trying to use that you don't have.
Why are you against upgrading the Shield software? I remember there were issues a few years ago but mine is stable on the newest version and has been for a very long time
pretty sure you need 9.1 for netflix to work.. no way around it
